Address Issues in Foreign Worker Programs
Saskatchewan’s Immigrant Nominee Program (SINP) varies from the AINP and contains a number of flexibilities unavailable through the Alberta Program. For example, LMO applications for Highly Skilled occupations are optional in the neighbouring province. Saskatchewan employers utilizing SINP for highly skilled workers are able to negotiate terms of employment directly with SINP agents who are familiar with the differences between rural and urban labour markets and are empowered to adjust pricing to reflect industry and regional variances. Though the LMO process is administered by Service Canada, a federal ministry, provincial Service Canada offices have latitude to interpret policy and manage the process. In Alberta, employers report that Service Canada oftentimes is not sensitive to local labour markets. As a consequence, some employers in
Saskatchewan have a pricing/competitive advantage over their Alberta counterparts, and some positions may be easier to fill in Saskatchewan given the added flexibility of the SINP over the AINP (i.e. agriculture – grain farmers).
